How to ensure your training organisation is compliant with government regulations

If you’re running a vocational education and training organisation in Australia, you need to ensure that your organisation is compliant with government regulations. This article will outline some of the regulations that you need to be aware of, and provide tips on how to ensure compliance.

The Australian Skills Quality Authority (ASQA)

The Australian Skills Quality Authority (ASQA) is the national regulatory body for vocational education and training (VET) in Australia. They work according to set regulatory standards for quality education and training and their role is to ensure training organisations meet these standards. ASQA is the regulatory body for vocational education and training in the following states and territories:

  • Australian Capital Territory
  • New South Wales
  • Northern Territory
  • Queensland
  • South Australia
  • Tasmania

These jurisdictions are referred to as referring states and territories since they delegated their regulatory authority to the Australian Skills Quality Authority (ASQA) in 2011-12. Victoria and Western Australia are referred to as non-referring states because they have not yet delegated their regulatory authority to the federal government. ASQA is also in charge of regulating all Registered Training Organisations (RTOs) that provide courses to international students studying in Australia on student visas, regardless of where the RTO is based.

ASQA is responsible for regulating the quality of vocational education and training. ASQA audits training organisations to ensure they are complying with the VET Quality Framework and can take enforcement action if they find any non-compliance.

It governs RTOs in accordance with the Standards for Registered Training Organisations (RTOs) 2015 and approved courses in accordance with the Standards for VET Accredited Courses 2012.

For more information, please visit About us | Australian Skills Quality Authority (ASQA)

Victorian Registration and Qualifications Authority (VRQA)

In Victoria, the Victorian Registration & Qualifications Authority (VRQA) is the regulatory body for vocational education and training (VET), and it is in charge of the following:

  • Training organisations that only provide training to domestic students in victoria.
  • Accrediting courses, but only if the course is operated by the Victorian government or if the course owner is a Registered Training Organisation (RTO) that has been registered with VRQA.

VRQA regulates RTOs in accordance with The Australian Quality Training Framework (AQTF) – Essential Conditions and Standards for Continuing Registration and the VRQA Guidelines for VET Providers, and it regulates courses in accordance with The Australian Quality Training Framework AQTF 2007 Standards for Accredited Courses.

For more information, please visit VRQA

Training Accreditation Council – Western Australia

In Western Australia, the Training Accreditation Council (TAC) is the regulatory body for vocational education and training (VET), and it is in charge of the following:

  • Training organisations that only provide training to domestic students in Western Australia.
  • Accrediting courses, but only if the course is operated by the Western Australian government or if the course owner is a Registered Training Organisation (RTO) that has been registered with TAC.

TAC regulates RTOs in accordance with Standards for Registered Training Organisations (RTOs) 2015, and it regulates courses in accordance with The Australian Quality Training Framework AQTF 2007 Standards for Accredited Courses.

For more information, please visit Training Accreditation Council

Non-compliance with the regulatory standards and guidelines

If your organisation is non- compliant with the applicable standards and regulations, you could face penalties, such as fines or being shut down. Here are some important tips on how to stay compliant:

1. Make sure you’re registered with the appropriate regulatory body

The first step is to make sure your organisation is registered with the appropriate regulatory body. This means your organisation has met the minimum standards required to be registered and can offer courses that are nationally recognised.

If you’re not registered, you won’t be able to offer any nationally recognised courses and you will also face penalties if you are caught doing this.

2. Follow the General Directions, fact sheets, guides and tools

The regulatory bodies release a set of guidelines that organisations must follow in order to stay compliant. The General Directions, fact sheets, guides and tools cover everything from governance and management to teaching and assessment practices.

Make sure you’re familiar with the General Directions, fact sheets, guides and tools and are following their instructions and guidelines closely. This will help ensure your organisation meets the standards set by the regulatory bodies.

For more information, please visit Resources for providers | Australian Skills Quality Authority (ASQA)

3. Keep your records up to date

One of the most important things you can do to stay compliant is to keep your records up to date. This includes keeping track of your student’s progress, as well as your organisation’s administration, reporting, finances and governance.

The regulatory body may request to see your records at any time, so it’s important that they’re accurate and up to date. Failing to provide requested records or providing inaccurate records can lead to penalties.

4. Meet all quality assurance requirements

To make sure your organisation is delivering quality education and training, you need to meet all quality assurance requirements. This includes having systems in place to monitor and improve the quality of your courses.

You should also conduct regular reviews of your courses and make sure they’re being delivered effectively. If the regulatory body finds that your organisation isn’t meeting quality assurance requirements, you could face penalties or adverse consequences.

You must have structured audit and compliance processes in place to ensure you stay compliant with all regulatory requirements and guidelines. Having access to an independent auditor is always beneficial from a compliance perspective.

For more information, please visit Registered Training Organisation | TEQSA Standard Resources | CAQA

5. Respond to the audits

The regulatory body may audit your organisation at any time to make sure your orgnisation is compliant with all applicable guidelines and regulations. During an audit, they’ll request to see your records and talk to your staff. They may also observe your training and assessment practices and resources.

It’s important to cooperate with the regulatory body during an audit and provide them with everything they need. Failing to do so could lead to penalties.

For quality training and assessment resources, please visit CAQA Resources

6. Compliance calendars and registers

Keep compliance calendars and registers that provide you information related to:

  • When to conduct training and administration activities
  • Meeting ongoing auditing and regulatory compliance
  • Information related to meetings with different team members and departments such as enrollment, marketing, training and so on.

7. Understand the quality framework that you operate under

Familiarise yourself with the VET Quality Framework and other applicable standards and guidelines to make sure your organisation meets all the standards.

Note: Your RTO must comply with all legislation and regulations it operates under such as (but not limited to):

  • The Work Health and Safety act
  • The Discrimination Act
  • The Equal Opportunity Act 2010
  • The Racial and Religious Tolerance Act 2001
  • The Working with Children Act 2005
  • National Police Check
  • The Privacy and Data Protection Act 2014
  • The Student Identifiers Act 2014
  • The Copyright Act 1968
  • The Public Records Act 1973

For more information, please visit Complying with legislation | Australian Skills Quality Authority (ASQA)

8. Focus on personal and professional development

Focussing on personal and professional development is key to keeping your organisation compliant. Employees need to be able to constantly update their skillset, and be confident in their ability to carry out their roles. Training is a vital part of this process and should be tailored specifically to your workforce.

9. Follow what you say you are doing or going to do

Once you have a good understanding of the National Standards, you need to develop policies and procedures that ensure your organisation meets these standards. Your policies and procedures should be tailored to your specific organisation and should be reviewed and updated regularly. It is also important to keep up to date with any changes to the legislation. ASQA’s website is a great resource for information on any changes to the National Standards. By staying informed of any changes, you can ensure that your policies and procedures are always up to date and compliant.

10. Communicate the requirements to all staff members

It is critical that all staff members are aware of the requirements set by the government. This includes understanding what is required of them in terms of their behaviour and responsibilities.
If staff members are not adequately informed about the requirements, it can lead to your organisation being non-compliant. This can have serious consequences, such as heavy fines or even the loss of your licence to operate.

Communicate the requirements to all staff members on a regular basis and make sure that new staff members are given this information as soon as they start working for your organisation.
Following these strategies will help to ensure that your training organisation is compliant.

Check the language, literacy and numeracy (LLN) requirements of your learners

Assessing language, literacy and numeracy requirements before enrolling a student in a course is an important task for a training organisation. The best way to check the requirements is by using a Language Literacy and Numeracy (LLN) tool. An LLN Assessment helps you determine the language, literacy and numeracy levels of learners that you would like to enrol in your course. This will help you identify learners who need assistance and support and at the same time the suitability and appropriateness to enrol and complete a course.

All number of Standards, including clauses 1.2, 1.3b, 1.7, 1.8b, Standard 4, 5.1, 5.2b contain references to the RTO’s responsibility to identify and respond to individual learner requirements. For more information, please refer to legislation.gov.au/Details

Suitability and appropriateness

One of the fundamental requirements for enrolling a student in a training program is to ensure the program is suitable for the student and meets the student’s needs and requirements.
For example, if a course requires you to read and understand complex texts but the learner has poor literacy skills, they will struggle to complete the course. Similarly, if a course requires the learner to use numbers and calculations but if the student has poor numeracy skills, they may find it difficult to complete the course.

Checking the LLN requirements of a course or training program before you enrol the learners will help ensure that they are able to successfully complete the training program.

Enrolment where LLN requirements are not addressed

There are a range of measures that can be put in place to help students when a gap in LLN is identified, including extra support and assistance from trainers and assessors, flexible assessment arrangements, and adaptations of the training and delivery methods and materials used. In other cases, the learners can also be advised to enrol and complete another course such as basic numeracy or a literacy program before enrolling in a course with your training organisation.

What is a validated LLN assessment tool?

The term, ‘validated LLN assessment tool’, has nothing to do with assessment validation. A validated LLN assessment tool is a diagnostic assessment used to ascertain a person’s language, literacy and numeracy skills.

Using a validated LLN assessment tool is a method of determining an individual’s LLN skill levels. It is usual for the Australian Core Skills Framework to be used as the basis to describe a individual’s performance in the five core skills:

  • Learning
  • Reading
  • Writing
  • Oral communication (listening and speaking)
  • Numeracy

CAQA Resources – Converting files to interactive SCORM compliant documents

At CAQA Resources, we are currently converting all our learning and assessment resources to SCORM Compliant files. We will be using the new format to provide a seamless experience for our RTO providers and partners who use online learning platforms like Moodle and Canvas.

The use of technology in education is becoming the norm for delivery of theory and content as training organisations move towards an online learning environment where students have access to computers 24/7. Most students have access to smart devices that can help them learn at their own pace and in their own time.

This ensures our digital assets can be used across different platforms and devices. We are now able to provide content in an accessible format for learners.

Delivery methods

We have been using a variety of methods to deliver online learning and assessment material. The most popular method is through our website which allows users to access content through a browser or download content in PDF/Word/SCORM format or we send resources through emails after a purchase is made. We have also started to use digital media like video and audio clips which can be played on devices like tablets and smartphones.

How to create a compliant and effective self-study guide

A self-study guide is a tool that can be used to help a learner extend their learning. It can be effective when learners begin to prepare for a summative assessment.

The self-study guide can also be used by learners as a document for reflection of learning, identification of strengths and weaknesses, and to build on strengths to meet training package requirements.

A self-study guide gives learners greater autonomy in their learning process by moving away from the instructor-guided model. It also gives the learner the opportunity to explore things in their own time.

The benefits of a self-study guide are:

  • Supports the learning process
  • Allows learners to learn things in their own time
  • Develops research skills
  • Encourages self-motivated learning
  • Compliments the volume of learning hours

Please note: A self-study guide is not a learner guide. The self-study guide contains references and links that allow learners to study additional information related to the unit of competency or course and as additional support to the learner guide.

Quality Student Assessment Resources from CAQA Resources

What are Student Assessments?

An effective assessment tool allows learners to demonstrate their skills and knowledge according to set learning objectives.

It is necessary to assess students’ progress and understanding of concepts. To do this, trainers and assessors rely on both formative and summative assessments.

Formative assessments are used during the learning, whereas summative assessments are used at the end of the learning journey.

Formative assessments provide feedback on students’ progress in their learning process, whereas summative assessment is meant to measure their mastery of the content and also to demonstrate their competency in a training product. They can be given through online portals (learning management systems) or in-person training sessions. The formative assessments can include quizzes, homework, tests and interactive class activities. The summative assessment tools can include knowledge-based questions, projects, practical observations, portfolios and so on.

The need for an assessment tool is to assess all the knowledge and information that students should have learned from the course.

How are we changing our student assessments?

We continuously update our learner and assessment resources to ensure we stay up to date and current with all the changes happening in the VET industry and RTO sector. Therefore, we have recently updated a number of our assessment resources to include the following:

  • A new user-friendly template that is comprehensively redesigned
  • A separate unit requirements tool to capture all training package requirements
  • Detailed benchmarking of projects and skill tests
  • Comprehensive mapping document showing how the training package criteria has been addressed

We have systematically and compressively updated all our assessment and training resources.

How to create a compliant and effective session plan

We are confident that you have heard the expression (and perhaps even used it yourself), “Failure to plan is planning to fail”. When it comes to the facilitation of efficient training, this is undoubtedly true.

Consider the following scenario: you’ve just delivered a training session to a new group of students. Unfortunately, things didn’t turn out quite as well as you had intended.

First and foremost, you simply ignored certain critical topics in your training session. Afterwards, you found yourself running out of time to answer student questions since you had to adapt your training “on the fly” in order to cover the topics you’d overlooked.

Overall, you’re not confident that all your learners gained the knowledge they required, and you wish you’d had a more defined plan for the session. This is exactly why you need a session plan and participate in the session planning sessions.

What is a Session Plan and how does it work?

Session plans (also known as learning plans) are detailed descriptions of the activities and resources that will be used to assist a learner cohort work towards the achievement of specific learning goals and objectives.

These session plans outline the subject and training delivered, how long each part is scheduled to last, the methods of instruction used for each topic addressed, the resources, equipment and facilities needed to deliver compliant training and the measures and criteria you’ll use to ensure that everyone has understood what you intended.

The outline can be as simple as a quick synopsis, or it can be more comprehensive, including scripts, prompts, and lists of questions that you intend to ask.

The session plan is intended to serve as a guide for the trainer rather than a script. It is a normal industry practice that most of the trainers participate in the session planning. They give a focus for the training, they serve to remind the trainer of important concepts, and they serve as a record of the training when used again in the future by the same or different trainers.

What should your Session Plans cover?

Your session plans must cover at least the following areas:

  • Unit code and unit name
  • Number of learners allocated to a trainer
  • Trainer name
  • Prior knowledge required from learners, relevant units previously completed by learner cohort/ learner group
  • Points from previous learning that may need reinforcement e.g. misconceptions
  • Reasonable adjustments and addressing of the needs of individuals
  • Session overview
  • Training package requirements including unit elements
  • Methods of assessment
  • Different topics covered throughout the session
  • Additional learning students must complete before, during or after the session
  • Formative assessment activities
  • Any relevant information of summative assessment activities
  • Resources, equipment and facilities required to deliver the training session including softwares, hardware and any technology support
  • Resources for learners, trainers and assessors and third-party
  • Any workplace health and safety considerations
  • Assessment submission requirements
  • Knowledge and performance evidence
  • Information related to assessment conditions
  • Session timing and date
  • Session number
  • Learning objectives
  • Session length (including break, if any)
  • Session outcome

The benefits of Session Plans

It sets up and serves as a clear guideline for your training session.

When it comes to training, you know exactly what you want to teach your students, but it is only through the use of a session plan that you will have a clear picture of how YOU want your session to proceed, when you should take a break, when to continue, what topics you must cover and what topics you must leave for the next session. Therefore, having compliant session plans will guide you through the process of deciding what topics you will and can address and what exercises will be required. It assists you in planning and preparing for your training session.

Your ability to organise your topics and present the information in a logical order will be enhanced as a result of your session planning strategy. You can choose which topics to address first and which ones to discuss last, depending on your preferences or according to the requirements of the unit of competency. You can also plan the intervals between tasks that you will need to perform while training. You wouldn’t give away the punchline to a joke until you’d gone through all of the preparation.

It provides you with foresight

Because you have previously specified your themes and the sequence in which they will be presented, you can now examine the potential questions or counter arguments that may arise throughout the conversation and training delivery and presentation. This will allow you to prepare your responses in advance and avoid getting caught off guard when unexpected questions are thrown at you.
It assists you in maintaining your course of action.

Having a properly defined session plan can assist you in avoiding detours and keeping your session on schedule. Sometimes, a student will bring up related issues that will branch off into other topics, wasting valuable training time, or you may receive questions that will be answered later in the programme, after the scheduled session has concluded.

Avoid self-destruction by failing to see that your strategy will accommodate the response in a timely and appropriate manner.

It assists you with time management.

Understanding how much ground you will cover throughout your training session can assist you in estimating how long it will take you to complete it. It’s also possible to design your training session based on how much time you have with the learners at your disposal. If your training delivery program includes group discussions or hands-on activities, you must determine how long you can afford for these to take place… else, you risk depriving yourself of valuable time.

The substitute trainers or instructors will find it beneficial.

The fact that you will be present at all of your training sessions is not guaranteed. When a substitute trainer is called in to conduct your session in your place, your session plan will be valuable to the substitute trainer. It will serve as a reference for the substitute when planning the schedule and flow of instruction.

Gives you a professional appearance

A well-planned session gives you a professional appearance, and we could always use a few more brownie points in that area! A trainer’s training session is an extension of their own abilities and professionalism.

A session plan will not guarantee that you will have a fantastic training session every time; but, having one in place will help to minimise any possible problems associated with not preparing for it in advance.

It is usual practise among trainers to have a session plan in place – it does not necessarily have to be detailed down to the minute, but rather a plan consisting of sequential components that allow the session to unfold in a logical and organised manner to aid the students in their learning.

CAQA FAQ Series – Validation and compliance requirements

What is the difference and commonality between Validation, Moderation and Pre-validation?

Pre-Validation (verification) is the practice of validation that occurs before using the assessment tools. This validation happens after either development of the assessment tool or purchase from a resource provider. The objective of pre-validation (verification) is to ensure that the materials meet the requirements of the training package.

Moderation is a quality control process that should be conducted before the assessment is finalised. Moderation is no longer a mandatory regulatory requirement in the current regulatory framework under the Australian Skills Quality Authority (ASQA).

Validation is a quality review process that confirms your RTO’s assessment system can consistently produce valid assessment judgements. It is conducted after the assessment tool is implemented and students’ assessments are completed and marked. It is a mandatory regulatory requirement in the SRTOs (the Standards for Registered Training Organisations).

The commonality is that all of them play an essential role to ensure the best industry practices related to assessment practice and judgment and continuous improvement.

If moderation is not mandatory, why do I need to conduct moderation before the assessment practice?

Though moderation is not mandatory, we strongly advise you to conduct moderation as it ensures best practice of effective assessment, mainly assessment practice and judgment. Moderation also takes your training and assessment strategy to the next level of excellence.

Do I need to validate a unit that I have already validated if it is superseded but is equivalent?

Yes, you must validate the unit. If a qualification is superseded or discontinued, this is a clear indication that industry needs have changed and the previous qualification is no longer the most suitable. Accordingly, it is a good practice to take that opportunity and check every part of the assessment whenever there is any change, even if it is equivalent.

The SRTO 2015 stipulates validation schedule is a five-year plan; each training product must be reviewed at least once in that five-year period, and only 50 per cent of the training products must be validated in the first three years of the schedule. Where does the five-year cycle start?

Before explaining the cycle, we would like to make one point very clear. The SRTO has put the minimum requirement, and as the name indicates, minimum means the least benchmark (not necessarily ideal for your requirements).

Your validation schedule is influenced by many factors, such as high volume of complaints against one of your trainers, high-risk training products, if there are too many non-competent results in the assessments, if students not understanding the instructions, or students dispute the outcome of their assessments. Any of these can be triggering points that should spark validation. The advice is to validate your training and assessment tools more often.

The five-year cycle starts from the day you are registered as an RTO or if you have been around for quite a time the cycle starts from 2015 (when the current RTO standards were implemented).

Why is validation important, and why are people talking about it extensively?

Validation has a valued place in the education system. It is one of the few compliance requirements that influence and is accountable for more than a dozen standards within the Standards for RTO 2015. As such, validation has become very important.

Validation needs to be clarified because there seems to be a lot of misunderstanding and inconsistency of interpretation and practice of validation. This, in turn, is resulting in malpractice, including awarding certification documentation to learners whom they have NOT assessed as meeting the training product’s requirements specified in the relevant training package. To avoid such major non-compliance RTOs need to have a clear understanding of validation and its practice.

What do I do if the validation team finding is that the assessment practice and judgment have significant issues and has not been done correctly?

In such circumstances, you need to follow the following steps.

Put another team to verify the finding. If the team affirms the outcome;

a) see if the students have been assessed in another unit or qualification and the learning outcome and tasks are covered there.

b) if not, conduct gap training and reassessment for the current students

c) if students have been awarded their certificate, recall all students who have been assessed as per the finding and conduct gap training and assessment

d) if students decline to participate, revoke the qualification as per the National Vocational Education and Training Regulator Act 2011. Australian qualification must be awarded only to learners you have assessed to meet the training product’s requirements specified in the relevant training package.

If multiple qualifications share a unit, do I need to validate the unit in both qualifications?

Yes. Even though the unit’s code and name are the same, the context and industry requirements are different. For example, CHCDIV001 – Work with diverse people will have different contexts, tasks, assessment conditions and simulated environments in Child Care, Aged Care, Audiometry, Ambulance Communications (Dispatch), and Animal Care and Management.

I have a qualified compliance manager who understands the RTO standards like the palms of their hand; why do I need a validation team?

Forming your team with people who hold collective vocational competency, vocational teaching and learning, subject matter expertise with current skills, knowledge and experience is vital.

The advice is to include at least one subject matter expert with ‘industry relevance’ because, without their participation, your RTO can not ensure that the training and assessment practices are relevant to the needs of the industry. Industry experts can see areas that your compliance manager or trainers and assessors (even with industry currency) cannot see, such as:

  • regulations or laws governing the industry and standard operating procedures, equipment and machinery used at enterprise level
  • aspects of the work environment (for example, shifts or seasonal changes to schedules) that will affect delivery and assessment

Also, when validation is done by one person internally, there is a chance of non-compliance either through complacency, assumptions or familiarity.

Moreover, as the old adage proves, three heads are better than one.

What is the benefit of conducting pre-validation if I have to validate my assessment practice and judgment? Does the 50% rule apply to the pre-validation too?

Pre-validation (Verification) helps you to check your new assessment tool prior to their implementation, whether developed in-house or purchased; you need to ensure they are a valid tool that will ascertain that the assessment will be conducted according to the principles of assessment and rules of evidence. This will ensure that your future students can be accurately and consistently assessed and your assessment system meets the compliance obligations in clause 1.8 of the Standards.

No, the ‘50% in three years’ does not apply. You have to validate all assessment tools 100%; hence the 50% validation does not apply to the pre-validation (verification) phase.

Can I do my validation with another RTO? For example, I do their validation, and they do mine.

Yes, you can do that, but the bottom line is that the panel or team need to collectively hold the required skills, knowledge and industry competencies and currency. You might also want to make sure you sign a copyright agreement to avoid any complications.

One of the reasons that I do not do validation is it involves a lot of paperwork. Any tips to avoid the paperwork?

The best suggestion we can give you is this. You need to have

  • A proper schedule that is distributed over a period of time,
  • Have a risk matrix to identify and prioritise your validation,
  • Be proactive. The more you do it frequently and on time, the more it allows you to identify any gap and early delivery that ensures it is filled before affecting future students.

I have validation policies and procedures and plans; however, I am deemed non-compliant repetitively; am I missing something?

Yes, almost all RTOs have validation policies and procedures. However, the method does not articulate and demonstrate in detail what they must do, how they will do it, when they will do it, who is responsible for doing what, the mechanism for monitoring, and the evidence they can provide.

If there is a considerable gap in the interaction between your policies and the actual practice, systems and continuous improvement, you will likely be deemed non-compliant.

What are the documents that I need to demonstrate compliance with in my validation?

There is no prescribed list required as per the SRTO 2015; however, as per the recently much promoted ASQA’s approach on self-assurance and ASQA’s newly released approach to assessing performance (March 2021), you have to demonstrate the following:

How you systematically monitor your training and assessment strategies and practices to ensure ongoing compliance and how you systematically evaluate and use the validation outcomes, client trainer and assessor feedback and complaints and appeals.

Accordingly, as part of your evidence to demonstrate your system for ensuring ongoing compliance with the standard 1.9 – 1.11, and 1.25 (TAE) you must demonstrate

  • The validation schedule and how it is implemented
  • How you identified your validation team, including the industry experts
  • The validation outcomes and recommendations for improvement
  • The rectification plan developed, and how it was incorporated in the assessment tool and practice
  • Sample size and the randomly selected files

By demonstrating the above, you will demonstrate your commitment and capability to proactively check your assessment practices and address issues as they arise and remain compliant in the future.

Learner Guides are an effective teaching tool, which allows learners to focus on their learning objectives. They are often given through online portals (learning management systems) or in-person training sessions and can include informative text, videos, quizzes, images and interactive activities.

The need for a learner guide is to provide an overview of the course and to answer questions about what students should have learned from the course.

A learner guide is a written document that provides an overview of a course and its objectives. It’s also a good place for students to find answers to questions about the content they’ve learned in the course.

Learner guides are often used as a supplement to traditional teaching methods, such as lectures or seminars, where they provide information that learners need in order to be successful in class. Learner guides can also include references and resources for further reading on topics related to concepts presented in the course, as well as discussion prompts that students can use when reflecting on their learning experience.

Learner guides can help students understand what they need to learn, how they need to learn it, why they need to learn it, and how it connects with other areas of their studies.

As technology evolves, more people are starting to use learner guides as an educational resource. The benefits of learner guides are that it is concise and easy-to-understand for first-time learners or those who have never studied the subject before.

How are we changing our learner guides?

We continuously update our learner and assessment resources to ensure we stay up to date and current with all the changes happening in the VET industry and RTO sector. Therefore, we have recently updated a number of our ICT learner guides to include the following:

  • A new user-friendly template that is comprehensively redesigned
  • Did you know section
  • Classroom and group discussions
  • Learn more sections for students to do self-study
  • Comprehensive mapping document how each the training package criteria has been addressed

We have systematically and compressively updated all our Learner Guides and learner resources.

Quality training and assessment resources from CAQA Resources

While operating as a registered training organisation, you will be required to make a range of decisions, with obtaining high-quality training and assessment resources being among the most significant.

To ensure that your students receive the learning experience necessary to function competently in their chosen vocation, you need to invest in quality assessment and learner resources. It is only through the use of high-quality training staff as well as good training and assessment materials that a Registered Training Organisation can achieve this.

The quality of education and training that you deliver may suffer if you employ individuals who are not experts in their profession, accordingly, not having compliant assessment and learner resources means the quality of training you offer or promise will also suffer. You must spend time reviewing the quality of your assessment and learner resources against the following criteria:

Investing in high-quality training materials is therefore vital for the survival and eventual success of a training organisation. When you provide quality, it will have a significant impact on the reputation of the RTO, its legal requirements, and the quality of the outcomes. According to ASQA audit analysis published in 2017, over 80% of RTOs failed to comply with Standard One during the audit process and one of the major non-compliance has been the quality of assessment and learner resources.

Consider the following two scenarios:

Scenario 1

You are an industry leader and well-known in the RTO sector for what you know and what you do, but if your training and assessment resources are non-compliant, or worse, if a regulatory body audits you and determines that this is the case and makes decisions based on the findings, your training organisation’s reputation will be questioned. The regulatory body has suggested that students be reassessed for a period of 12 or 24 months in a number of instances. As a result, if you lack compliant training and assessment resources or do not adhere to compliant regulatory practices, you may experience significant challenges.

Scenario 2

Your RTO is unable to contextualise and customise or even worse know the requirements set around the assessment and learner resources because you assume that simply purchasing them from a resource provider qualifies you as compliant. Without acknowledging and comprehending reality, there are a number of resource providers that sell substandard quality resources, and if you purchase these materials, you may risk losing your RTO registration.

The question arises as to what to do when evaluating assessment and learner materials? How can you determine their quality? How can you make informed decisions and avoid wasting your hard-earned money?

This advice may help:

1. Maintain current knowledge and skills in compliance with legislative and regulatory standards.

You must spend time updating your knowledge and skills in relation to legislative and regulatory requirements. This includes contacting industry leaders who know what is compliant and what is non-compliant, attending professional development sessions, subscribing to and attending all regulatory body-sponsored webinars and conferences, subscribing to and reading VET and RTO newsletters, and also asking external auditors to conduct audits on your training and assessment systems on regular intervals.

2. Begin with a compliant copy of the learner and assessment resources that will serve as the foundation for the entire unit of competency:

Some publishers and developers are prone to displaying only a small number of their best samples and claiming that these samples reflect all of their qualifications. This is both incredibly distracting and misleading for the buyer who will assume that all material will be of the same quality. In order to avoid making such a mistake, you should request a complete sample, even if the sample is provided through an online platform to safeguard the copyright.

3. Ensure that all your assessment and learner resources have been pre-validated.

Poor quality of assessment tools is a contributing factor in the majority of RTO non-compliance problems. As an RTO resource provider, we receive a steady stream of calls from RTOs who have already spent money on substandard materials only to realise that fixing them will cost more than buying new resources. You can avoid this by following the steps below:

a. Pre-validate before use: By rigorously and thoroughly validating your new resources before putting them to use, you effectively protect your RTO. Fixing non-compliant resources is an expensive and time-consuming exercise that takes a long time to complete.

c. Make sure that all action verbs and action words are covered in the training package when you are pre-validating. For example, if the performance criteria is “consult with stakeholders,” a plural form is used, which means consultation with more than one stakeholder is required. Consult is a verb that means to seek advice or information from someone i.e. involves open-ended questions and communication.

d. Everything is addressed at least twice if it is not clearly stated in the training package that once is sufficient.

e. It is a must to assess performance criteria, foundation skills, and performance evidence using practical, workplace-based, or scenario-based methods and strategies.

f. Check the footer and header of the documents to ensure that all version control, unit name and code, and other pertinent information is accurate and up to date.

g. All equipment, resources, and materials specified in the assessment conditions must be made available in order for the assessment to take place.

4. Verify that mapping documentation for the assessment tools and learner resources are available.

The mapping materials associated with the assessment tools and learner resources should be available. Check this before you purchase the training and assessment resources. Ensure that the training and assessment resources have met all of the unit requirements.

5. Verify that the correct assessment method has been used.

Many assessment instruments use non-compliant techniques for determining learner competency. If the assessment assignment asks a student, “How would you do this?” or something along these lines, you must be extremely cautious, especially if there is a mapping to performance criteria (PCs) or performance evidence (PEs), as such a question has no wrong answer. The student may provide an answer that shows incorrect understanding, but because the question is not asking for the correct way of doing something, there is no wrong answer.

In order to establish competency in performing a task or job, evidence must be provided in the form of an observation that properly identifies the specific performance level for each practical skill performed. Many observation checklists are simply copied and pasted versions of PEs and PCs from the unit, found on the national register. It has the potential to cause complications during an audit and result in non-compliance.

6. Determine whether there are sufficient learner resources to meet the training requirements.

Choose among those learning resources that will allow you to demonstrate that you have satisfied the learning criteria for the delivery of the qualification. ASQA will audit your RTO to establish whether or not there are sufficient training and assessment resources for the students to be able to implement the theory learnt into practice in the workplace.

The training resources you choose are important as they can determine whether or not you will be able to demonstrate compliance during an audit. One suggestion that you might find really useful is to review the content and ensure it meets the compliance requirements. For example, when you look at materials you may find that they have double spacing between lines and a large number of photos. The material of these types of resources is typically lacking in depth. You will also observe that the use of this type of formatting will result in a two-fold increase in the number of pages. Some publishers employ this technique to give the appearance that their content is more extensive than it actually is. Therefore, look at each of the performance criteria and make an informed judgement if the information is adequately covered or not.

7. Check to determine if the information is accurate, up to date, and thorough.

Finally, but certainly not least, you should check the clarity of the content you are considering purchasing. One method of obtaining legitimate, reliable, and up-to-date training materials is to select learning resource publishers and developers who appoint subject matter experts in order to obtain the proper and comprehensive material. Assessment activities, session plans, assessment workbooks, and learning guides, among other instructional methods, should be included in the training material to ensure that students receive sufficient learning material.

Student assessment workbooks should be a comprehensive collection of assessment assignments used to gain an understanding of a student’s level of knowledge.

Trainer/Assessor evaluation resources are items that are intended for use by trainers in the assessment process.

Trainers employ a variety of assessment tools, such as benchmark answers and assessor instructions, to gather the information that is necessary for providing training.

Self-study guides are available to students to assist them in developing an enthusiastic approach to learning.

Mapping documents, learner manuals, and PowerPoint presentations should be included in the training tools to help make the training complete and user-friendly.

8. The resources are plagiarism-free

Use applications such as Grammarly and/or Turnitin to confirm that the resources are free of copyright and plagiarism issues before using them. If it is general information that is freely available on the internet, you should not be concerned; but, if it is information from a different publisher or from copyrighted websites or other materials, you should be concerned and should refrain from using these products.

According to a new report, businesses are increasing their investments in cybersecurity skills

According to new research from cybersecurity firm Sophos, internal IT departments and businesses are making investments in their staff’ cybersecurity skills and knowledge.

According to a new analysis from Sophos, IT teams around the world faced unprecedented challenges in 2020 and 2021, with cybersecurity issues ranking at the top of the list – if not at the top – of the list. As a result, businesses are increasing their investments in cybersecurity, training the staff members, checking their knowledge and skills to protect organisations and themselves from cyber attacks and making reasonable efforts to safeguard the organisation from any cyber threats.

The cybersecurity behemoth interviewed 5,400 IT managers across 30 countries and discovered that workloads for internal IT Teams are increasing as cyberattacks become more advanced, prompting IT professionals to improve their cybersecurity expertise and hire more in-house security personnel. This is the reason why Australia is continuously focussing on improving and enhancing the cybersecurity skills of its skilled labour.

According to the survey, non-security workloads increased in every industry, with 63 per cent of IT managers across all industries reporting an increase in non-security workloads. The most significant increases in workload were observed in Turkey (84 per cent), Australia (81 per cent), and the United States (75 per cent), with IT teams in government and education being the most adversely affected.

However, 69 per cent of respondents stated that their cybersecurity responsibilities have increased even further, with over 70 per cent of managers in business and professional services, government, construction, education, utilities, manufacturing, and retail stating the same.

Given the sophistication of modern cybercrime, a slim majority (54 per cent) of IT managers surveyed indicated they are having difficulty responding to cyberattacks on their own. Businesses, governments, and the healthcare industry all claimed they require outside assistance to handle cybercrime responses.

IT professionals in Australia say they require the most assistance, with 86 per cent stating that assaults are too advanced for internal IT to handle. In contrast, 54 per cent of respondents in the United States agreed.

According to the survey, these difficulties are contributing to longer reaction times, with 61 per cent of IT managers reporting that their response times to IT problems are increasing, while 19 per cent reported that their response times are either remaining the same or decreasing.

Increasing their cybersecurity knowledge and skills, perhaps out of necessity, is something that IT professionals are doing, with 70 per cent claiming to have been successful in doing so.

The events of the last year and a half have also compelled organisations to increase their investment in their cybersecurity workforce, with 68 per cent of IT managers expecting to increase their in-house security teams over the next two years and 76 per cent expecting to do the same over the next five years as a result of the recent events.

Meanwhile, 56 per cent of respondents anticipate an increase in outsourced IT employees over the next two years, and 64 per cent anticipate an increase over the following five years.

The survey also revealed that firms that were negatively impacted by cybersecurity actually experienced an increase in morale. Overall, 52 per cent of respondents indicated an improvement in IT team morale, but when IT experts whose business had been struck by ransomware were polled, 60 per cent reported an increase in morale in their firm. Ransomware did not have a negative impact on morale in 47 per cent of the firms that were not affected.

It was noted that “adversity – in this case, cyberattacks – frequently creates an opportunity for people to join together and work collaboratively towards a common objective, which helps to increase morale.” The ability to sustain the organisation while dealing with growing attacks provides a sense of satisfaction, as well.

A range of VET resources, RPL kits, LLN kits, training and assessment resources, and e-learning resources in cybersecurity have been developed by CAQA Resources for use by any interested training organisation. Scorm, HTML5 and m-learning? Need help?

Until recently the high degree of interactivity, immersive graphics, and fascinating animations of Adobe Flash made it one of the most popular authoring tools for eLearning courses. With fewer smartphones and tablets being able to support Flash, HTML5 and SCORM compliant files are quickly becoming the preferred formats and standards among eLearning professionals.

SCORM compliant files, HTML5 files, and e-learning files are now available for purchase from CAQA for use in your learning management systems. We are in the process of developing these files to satisfy the demands and requirements and we are currently accepting orders for the development of any e-learning/ m-learning training and assessment resources that you require.

What is a SCORM file?

SCORM, which stands for Shareable Content Object Reference Model, is a set of technical standards for eLearning software products. SCORM instructs programmers and developers on how to construct their code in such a way that it would “play nicely” with other eLearning applications. It is the de-facto industry standard for interoperability in eLearning environments.

What is an HTML5 file?

The Hypertext Markup Language 5 (HTML5) version is the most recent and most stable version of the Hypertext Markup Language standard. It can be used quite easily and effectively on content management systems (CMS) as an extremely sophisticated system for organising and presenting content on the internet. At its inception, its goal was to develop websites that were compatible with a wide range of devices. As learning approaches transitioned to the digital realm, HTML5 became increasingly useful in producing responsive courses and in quick e-learning production, among other applications.

Because HTML5 is capable of supporting rich media, immersive graphics, interactions, and working well on mobile devices, it is an excellent choice for e-learning application development. It comes pre-loaded with the ability to play music and video, eliminating the need for third-party plugins.

Can you convert HTML5 files to SCORM files?

HTML5 content can be created and exported as a SCORM or non-SCORM file, depending on the platform.

What is m-learning?

Learning with mobile devices, also known as m-learning or mobile learning, is defined as “learning in numerous contexts through social and content exchanges while using personal electronic devices.” M-learners, a type of distance education, take advantage of instructional technology on their mobile devices at their convenience.

If you need any assistance related to SCORM files, HTML5 files, e-learning resources, m-learning content, contact us at info@caqa.com.au.

CAQA Resources introducing version 10.0!

At CAQA resources we are busy updating our resources to be able to provide you the most up to date and current resources available on the market.

This is an extensive process and we are committed to bringing you resources that are compliant. Our resources have been extensively validated by a number of industry experts and current auditors.

I just wanted to let you know that I found your assessments to be the most detailed and well planned assessments I have seen. The information made available to both the learner and the assessor is extensive. The detail and structure of the simulated workplace is thorough and gives the learner plenty of information to address the questions and role plays.

 Well done.

~ Independent validator and auditor

There are no other resources that can meet the standard and quality of your assessment and learner resources.
